I have a skillion flat roof with a gutter. When it rains, the water backflows on to the fascia from behind the gutter. The roof is really flat, and we need to install flashing with a lip under the metal roof sheet, which then drops into the gutter. It also prevents the wind to blow into the gap under the exterior of the roof sheet between the fascia and the gutter.
