The inspection of the eastern elevation external façade located on Ross Street revealed extensive cracking to the brickwork. The observed cracking of the façade was measured to exceed 2mm in width indicating a condition beyond cosmetic cracking.

The structure of the building is constructed of reinforced concrete slabs with load bearing masonry walls. At the time of the inspection vertical cracking was observed to the exposed brickwork adjacent to the balconies of Lot 6 & 8. The observed cracking extends through the full height of the façade on the eastern elevation shown in Photographs 3 & 4, measured to range between 8mm-12mm in width shown in Photographs 5 & 6. The extent and width of cracking are indictive of structural movement, as opposed to surface deterioration. The observed cracking is likely to be associated with differential movement of the masonry, potentially influenced by thermal expansion or vibration. Furthermore, the cracking pattern suggests that insufficient or ineffective movement joints may have been provided to accommodate building movement.

Upon further inspection, localised concrete delamination and spalling was observed to the soffit of the 2nd floor balcony, resulting in the detachment of a concrete fragment, observed on the ground floor shown in Photographs 7 & 8. No reinforcement steel was observed within the detached concrete section. This observation suggests that reinforcement is likely not present within the soffit at this location. Given the extent of the cracking observed, it is likely that the cavity ties at the affected locations have either failed or deteriorated. The brick ties, which are constructed of steel are an important structural element as they provide lateral support to the external skin of brickwork. Failure or inadequacy of these ties can result in loss of stability of external brickwork and progressive cracking. Similar cracking patterns were also observed to the brickwork around the bin allocation area shown in photographs 10 & 11, suggesting that the identified issues may not be isolated to a single location. Observations of cracking were made to the brick boundary wall shown in Photograph 12.
